SAVES FAMILY IN DEATH VALLEY 4/12/24

Death Valley National Park is in a remote desert in southern California, where mobile phone networks are spotty at best. On Saturday, April 6, a radio amateur and his family were enjoying the park when their vehicle became stuck in mud in a dangerous area. Without access to a cell network, the ham called for help on the 10-meter band. According to a news release from the Black Swamp Amateur Radio Club, Caleb Gustwiller, KD8TGB, jumped into action.

Gustwiller was monitoring from Ohio when he picked up the distress call. He was able to hear the call sign and the general location of the ham in distress. He lost the signal to the noise, so he wrote a post in the Parks on the Air® Facebook group asking for other hams to listen for the calls.

Several hams contacted emergency officials in southern California, which led to the ham and their family being rescued within a few hours by park rangers. The club stated in their Facebook post: "Without Caleb hearing this distress call, it could have quickly become a very deadly situation for the operator and his family."



ACTIVE HURRICANE SEASON PREDICTED 4/13/24

Colorado State University (CSU) hurricane researchers predict an active Atlantic hurricane season (June 1 to November 30) in their initial 2024 forecast.

Senior Research Scientist in the Department of Atmospheric Science at CSU and the lead author of the report Phil Klotzbach said, "So far, the 2024 hurricane season is exhibiting characteristics similar to 1878, 1926, 1998, 2010, and 2020. Our analog seasons were all very active Atlantic hurricane seasons."

The team predicts that 2024 hurricane activity will be about 170% of the average season from 1991 - 2020. By comparison, 2023's hurricane activity was about 120% of the average season. The report also includes the probability of major hurricanes making landfall, including a 62% probability for the entire US coastline.

BAINBRIDGE IS WOMAN LIFE SAVED 3-1-2024

Fort Ward Amateur Radio Club, Bainbridge Island Washington, save a 57 yearold homeless women, who had contract "Gangrenous Necrosis", (Gangrene is death of tissue often occurs in the extremities or skin from loss of blood supply. The condition often affects toes, fingers, and limbs, but can affect muscles and organs.)

Fort Ward Amateur Radio Club, Radio Operator KI7AGD, observed the woman during January-February with medical conditions and symptoms include discolored skin, severe pain followed by numbness, and foul discharge. Several attempts to hospitalize her failed, as Bainbridge Island Medic-1 and St. Michael's Hospital was treating for alcoholism, not realizing that alcohol was being used to treat pain. Finally Fort Ward Amateur Radio Operator KI7AGD calls 911 for 3rd time, providing a medical prognostication, including advising hospital of wound characterists of infestions.

Gangrene requires urgent care. Treatment includes antibiotics and removing dead tissue. The 57-yearold woman underwent a life-saving amputation to removal gangrene extremity and treating severe infection. The 57-yearold woman is now in physical therapy recovery.

SENATORS WICKER & BLUMENTAL INTRODUCE
AR EMERGENCY PREPAREDNESS ACT 2/14/24

WASHINGTON – U.S. Senators Roger Wicker, R-Miss., and Richard Blumenthal, D-Conn., introduced legislation to give amateur radio operators the right to install their antennas and serve their community. Homeowner association rules prevent amateur radio operators from installing outdoor antennas on residential properties even though this communication method has proven to be essential in emergencies and natural disasters, such as hurricanes in states like Mississippi and Connecticut.

“Because communication during natural disasters is often hindered, we should be making every attempt to give folks more options. Reliable access can make the difference between life and death in an emergency. Our legislation removes roadblocks for amateur radio operators looking to help their friends, families, and neighbors,” Senator Wicker said.

“Our measure will help clarify the rules so ham radio enthusiasts can successfully continue their communications. In the face of emergency or crisis, they help provide vital, life-saving information that allow listeners to properly and safely respond, but prohibitive home association rules and confusing approval processes for installing antennas have been an unnecessary impediment,” Senator Blumenthal said. “The Amateur Radio Emergency Preparedness Act resolves these bottlenecks and ensures that radio operators can function successfully.”

Background:

The Amateur Radio Emergency Preparedness Act of 2024 would require homeowner associations to accommodate the needs of amateur radio operators by limiting the scenarios in which they can ban, prevent, or require the approval of the installation or use of amateur radio antennas. Homeowner associations have often prevented installation and use through private lands restrictions, potentially hindering access to emergency communications.

Among other provisions, this legislation would:

  • Prohibit homeowner association rules that would prevent or ban amateur radio antennas;
  • Clarify the approval process for installing amateur radio antennas;
  • Give amateur radio operators a private right of action.

    The Amateur Radio Emergency Preparedness Act of 2024 has been endorsed by the Amateur Radio Relay League.
