ATD LINES POLICE AND SECURITY

American Train Destination Lines Corporate Authority To:

(1) Directing the Creation of policy and procedures to adopting guidelines towards providing effective security services for ATD LINES;

(2) Directing ATD LINES Administration to development and communicate with Federal, State, Local Governmental and Railway Law Enforcement cooperative interagency security services, emergency management and homeland security for ATD LINES Railway Business Car Services and other railway operations;

(3) Directing security services for ATD LINES Railway Business Car Services and other railway operations to be in place at the time of initial service.

Background:

Establishing "Railway Security: guidelines, policies, practices and procedures and interagency communication for provision of security for ATD LINES to provide law enforcement policing services to handle enforcement of National, International, State law, county codes, and city municipal codes and transit codes, railway codes and to provide for a secure and comfortable railway service experience for ATD LINES patrons and employees. Directing American Train Destination Lines Administration to issue a Request for Proposal (RFP) for security services for ATD LINES Railway Business Car Services and other railway operations to be in place at the time of initial service. Authorizes the solicitation of proposals, consistent with ATD LINES procurement policies, and the preparation of proposals and/or recommendation for the provision of security services for ATD LINES as an railway agency.

Motion:

American Train Destination Lines Corporate Authority to:

(1) Create Communication guidelines to guide the corporate railway development of a proposal to provide security services for ATD LINES;

(2) To direct and issue Request(s) for Proposals to procure security services for ATD LINES, soliciting proposals from international, federal, state, local and railway law enforcement agencies and regulatory compliance;

(3) To direct and issue Request(s) for Proposals for security services for ATD LINES Railway Services and Operation to be in place at the time of initial service, soliciting proposals from international, federal, state, local, railway law enforcement agencies and regulatory compliance;

(4) Providing for appropriate ATD LINES Administrative review and action prior to execution of negotiated contracts and regulatory compliance and interagency homeland security compliance;

(5) It is hereby further that determined such security providing services for ATD LINES consistent with the following guidelines:

1). Commitment to minimize "quality of life" incidents
2). Cost effective provision of security, recognizing mode and subarea costs
3). Cooperative working relationship between security provider and first responders
4). Security appropriate to each mode (line of business)
5). Familiarity with the international, national, state, local, railway policing and security provided at the appropriate level to promote community confidence and safety.
6). Command structure that ensures accountability to ATD LINES
7). Resources available to address security and quality of life incidents
8). Minimize ATD LINES liability
9). Periodic review of contract, interagency partnership, communication and performance
