The United State Congress has deemed that a balanced transportation system is beneficial to our society and the nations railroad systems are great importance to our countries economic welfare, stability and security of our Nation.
California legislature has decided twenty years ago that community economic and redevelopment projects were of great importance to our communities. Railroads are deemed exempt from environmental review whether new or existing to increase rail traffic and passenger services on existing right of way easements. The California Environmental Quality Act, state, “project for institution or increase of passenger or commuter services on rail-of way already in use, including modernization of existing stations and parking facilities” is of public interest for economic revitalization of rail line communities.
This exemption applies to the “West Berkeley Rail Station & Transit Plaza Revitalization Project” and “ATD LINES RAILWAY BUSINESS CAR SERVICES”
“ATD Lines Railway Business Car Services” and “West Berkeley Station Project are considered an institution to
increase passenger ridership and rail passenger services including the private cars industry, tour and corporate trains, commuter services and National Rail Passenger Corporation have been determined to be of great importance to the National Security Interests of the United State and community economic development of rail line cities and towns.
It is logical that “Multi Use Parking Facility” has the greater good towards economic improvements for all citizens.
As the current Parking Facilities are designed with limitations and discrimination factors to restrict or cause and prevent citizens and business from effective and efficient use of all railway new or existing services or combinations of multi type surface vehicles.
ATD Lines proposal before the City of Berkeley, California is introduced without preference or prejudice in surface transportation types or mode of transit vehicles. Trains have had a significant presence in Berkeley, California for over 125 years. Therefore, the existing plan FP XTPLE-5057-023 is grossly unfair, limited in scope, restrictive use fostering Benzene sales and negligent in planning and design functionality.
ATD Lines Plan 88 and 93 attachments to FP:XTPLE-5057-023
contribute a diversity of public multi use facilities and increases overall prosperity to the local economics and social impact on citizens. Currently, only Benzene powered
vehicles are allowed to use a public parking facility owned by a private individual, who will benefit greatly from the exiting specification F-9024-04 plan, as Amtrak and Caltrain commuters would be forced to park in a privately own facility with no options, this is not in public best interest, nor intent of West Berkeley Rail Station Redevelopment.
Rather, the public is best served by city-managed facility and such city-managed facility should build upon the idea to encourge multi use of parking facilities. Who is to gain from a multi use parking facility, the City Of Berkeley, local merchants, National Rail Passenger Corporation, Caltrains, Union Pacific, Transit Authorities, ATD Lines and the People of Berkeley, including Bay Area citizens and tourist who would utilize the transit plaza.
Plan 88 and 93 development specification require that 4th track be replaced (removed in 2003), as the stations spur lines for off main line terminal switching. and 5th spur line be extended.
Plan 88 would provide space for 5-stub track yard (less than half of existing lot, which is extremely under utilized) leading to station’s spur line, with terminal switching office management.
Plan 93 would provide space for 2-stub track yard (less than 50 feet of existing parking lot, which is also under utilized most of time) leading to
station’s spur line, with original rail station becoming a community multi purpose center and Train Station Complex.
Both Plan 88 & 93 are developed to support Private Passenger Rail Cars with general public utilities that are place in sub-surface vaults (water, waste, electrical & communications), including parking space for Benzene Power vehicles.
On west side, 3 Union Pacific main line tracks, would be a 5th shorter spur line, with turnout replaced to Truit & White Lumber Company (Optional)and future connection to 2nd Street. The 5th spur line and one stub track for terminal switching operations for Multi use parking facility and local switching for local industry using rail freight services, which are identified as: Truit & White Lumber, Sand Blaster Company, Berkeley Forge & Tool, ATD Lines and any existing business requiring rail services along 2nd street or 5th spur line area.
Automobiles and Passenger Railcars Parking are compatible with each other, they are both passenger vehicles, to transport passengers and a “public multi use parking facility” is for temporary parking.
ATD Lines Proposal for West Berkeley Passenger Rail Station is feasible, cost effective, and economically beneficial to the community, Passenger rail systems and transit of passengers, including additional revenues to the City of Berkeley.
Revenues from Passenger railcar parking generate $50. to $250. per-car day, with average being $50. plus utilities and support services.
