Louis Alloin Testifies At Washington State Ferry Public Hearing
Public Hearing Held: April 20 and 25, 2006

Business Industry for Washington State Rail Improvement
Planning a along the Seattle Waterfront for rail access to
passenger ship industry dockside rail services.
Testifying to Washington State Ferry Representatives
at the publichearing, that the "Seattle Waterfront
Re-development Project", that the city is undertaking,
has tremendous opportunity in enhance and improve
transportation systems and passenger rail services while
increase the overall lifestyle of king county citizens
and community economic development in tourism and travel
opportunities.
Part of the testimony was dedicated to proposals that the
"Colman Dock" and "Pier 48"become state-of-arts " Regional
Transportation Center" providing downtown city parking
facility, bus connection for metro, grayhound, tour-bus,
school-bus, taxi, street cars and passenger loading
facilities in joint passenger small craft-ship-ferry-rail
terminal complex design engineering development project.
The Colman Dock would utilize engineering design
applications for "below-seabed to above-surface"structure
(for perpose of examples: 10 story build, with seven stories
below seabed), with ferry vehicle "access and exits" to the
proposed tunnel project, including vehicle access to street
levelentryy to downtown business district. "Pier 48 Project"
would be re-developed to accommodate the "Ship-Rail Passenger
Industry" with railway access to dock-side terminal operations
from north-south approach along the "waterfront "green-belt"
surface park, that would accommodate various classes of railway
passenger trains.
The Project could include the exist proposals, for retail
merchants, hotel and entertainment facilities, that would
enhance the overall pedestrian-auto-bus-ship-ferry-rail
passenger transportation services, for successfull project
determination cost effectiveness and project funding returns
on investments. Besides the Short and Long Term Planning
of waterfront utilization for major events and citizens
access to waterfront sites and transportational services.
Such re-development project would utilize, not 2 federal
agencies (currently projected), but all transportation
agencies in a cooperative partnership, that would include
various public and private development funding partnership.
As the current Viaduct-Seawall-Ferry and Passenger Ship-Rail
project are not unified, nor sharing project determination ,
but rather independent of each other, demanding taxpayer to pay
for projects and waste of resource do to ineffective planning
and limited overall utilization of waterfront.
